Only certain users have access to the Alerts button, these individuals are administrators on all of the school websites. Under their profiles, they have all of the school sites listed under External Groups and they are administrators.
If for some reason, a user does not have the Alerts button active, check their user profile to see if the external groups for ALL of the schools are listed. You may also have to re-generate their authorization link under External Broadcast Settings - in System Administration.
