Test the bluetooth connectivity. (Make sure both iPads are on the wpswireless)
If there is an issue updating the app, it is best to wipe it and start again.

2) Connect it to wifi, turn on location and during activation the JAMF MDM will install.

4) Forget the connection to WPSGuest and make sure it connects to WPSWireless

Tech support recommended that I only connect to the WIFI when I need to sync data up to the website (downloading an assessment or uploading results from one). He indicated that because it is a work network, with everyone connecting to the same internet, this may be causing the issue. Within the WIFI settings, I needed to disconnect the IPads from "Auto-join"ing the network.
